Implementations of the Transmission Control Protocol, TCP, should contain code that detects and responds to internet congestion.  (See RFC 5681, September 2009.)  TCP congestion detection and avoidance code can be complex  And it is almost always undertested.

This video describes the problem and shows how Maxwell can be used to create controlled and reproducible patterns of congestion for the purpose of testing how well a TCP implementation responds to internet congestion.
